Résumé

Der Anteil lândlicher Gebiete an der Gesamtflâche Polens betrâgt 93 %; der Anteil lândlicher Bevôlkerung an der Gesamtbevolkerung Polens 38 % (14,8 Millionen). Jede der 16 Voivodschaften besteht zum Teil aus lândlichen Gebieten. Es besteht eine grof3e regionale Differenzierung des Anteils der lândlichen Bevôlkerung, wie auch des Entwicklungsgrades dieser Regionen. Die sozioôkonomische Transformation des Jahres 1989 brachte u.a. negative Verânderungen, die lândlichen Gebiete am frühsten und stârksten betroffen haben. Zu den schwierigsten Nachfolgen der Transformation für die lândliche Bevôlkerung zâhlte vor allem die Arbeitslosigkeit, offiziellen und auch latente Arbeitslosigkeit. Ein weiteres wichtiges Problem der lândlichen Gebiete ist der Rückgang der Rentabilitât und der Intensitât der Landwirtschaft, hauptsâchlich im markt-orientierten Sektor. Als assoziiertes EU- Mitglied nach 1992, musste Polen seinen Markt für EU-Produkte (Iffnen — gleichzeitig, nach dem Zerfall der Sowjetunion scheiterte der Export polnischer Waren in die post-sowjetischen Staaten. Nur weniger als eine Million auf den Zwei Millionen privaten Familienfarmen sind hauptsâchlich markt-orientiert. 31 % der lândlichen Bevôlkerung lebt von der Arbeit als selbststândige Farmer, davon 27 % auf eigenen Farmen. Eine ahnliche Zahl der Bevôlkerung auf dem Lande lebt vom Alters- oder Behinderungsrente, 34 % vom Lohnarbeit auBerhalb der Landwirtschaft und 6 % vom Arbeitslosengeld. Es ist sehr wichtig, daf3 die Entwicklung sâmtlicher auflerlandwirtschaftlicher Aktivitâten auf dem Lande unterstützt wird, wie auch die Verbesserung der technischen Infrastruktur und Steigerung des Ausbildungsniveaus. Anderseits, Lândliche Gebiete Polens sind wegen ihrer regionalen Unterschiede in bezug auf die Natur und Kultur sehr vielfhltig. Sie zâhlen sie zu den wenigst entstellten Gebieten Europas. Die Bedeutung der Landwirtschaft und die multifunktionelle Entwicklung der lândlichen Gebiete hat einen geeigneten Ausdruck im Regierungsdokument unter dem Titel: „Kohârente strukturelle Politik der Entwicklung lândlicher Gebiete und Landwirtschaft" gefunden, das auf die Unterstützung der soziotikonomischen Entwicklung und die Erhaltung der spezifischen natürlichen und kulturellen Merkmale der lândlichen Gebiete zielt, die einen regional differenzierten Teil des Europâischen Raumes bilden.

Abstract

Rural regions occupy 93 % of the territory and account for 38 % (14.8 million) of the total population of Poland. However, rural areas constitute a large part of each of the 16 voïvodships, there is a large regional differentiation of the share of the rural population as well as the level of economic development of rural areas. Changes brought by the socio-economic transformation of 1989 at first negatively affected the rural areas and the agricultural sector. Registered unemployment and hidden unemployment fall of profitability and the intensity of agriculture mainly of the market-oriented sector are the main problems. After entering the association treaty (in 1992) with the EU, Poland became a large open market; this coincided with the collapse of Polish exports to the post-Soviet countries after the break-up of the Union. Only less than a million of the 2 million family farms produce mainly for the market. 31 % of the rural population makes a living by self-employment, of which 27 % on their own farms. The same percentage of population lives from retirement or disability pensions, 34 % as hired labor mainly outside of agriculture and 6 % from unemployment benefits. h is very important to support the development of non-agricultural activities in the rural areas, and to improve the level of technical infrastructure, as well as education. On the other hand, rural areas of Poland are characterized by large natural and cultural diversity that belong to the least deformed areas in Europe. The importance of agriculture and the multi-functional development of rural areas have found an appropriate expression in the governmental document entitled: « Coherent structural policy for rural areas and agriculture » which aims at supporting the socio- economic development and the preservation of specfic natural and cultural features of rural regions which represent a regionally differentiated part of the European space.
