Résumé
En Région wallonne, il existe quatre principaux types de risques naturels ayant un impact sur la politique de l’aménagement du territoire et de l’urbanisme. Entre 1994 et 2008, les aléas naturels ont été évalués et cartographiés sur base des contraintes (géo)techniques qu’ils peuvent engendrer. Ces contraintes sont susceptibles d’entraîner des surcoûts, que doivent alors supporter les promoteurs immobiliers ou les simples demandeurs de permis (lotissement, urbanisme, environnement) en cas d’actes et travaux réalisés dans des zones identifiées comme présentant un risque majeur. Dans certains cas, la présence des aléas naturels entraîne des contraintes administratives importantes liées à l’abandon de la mise en oeuvre et à la relocalisation d’un projet de zone destinée à l’urbanisation aux plans d’aménagement (plan de secteur, plan communal d’aménagement). L’objectif de cet article est de faire une synthèse du travail déjà accompli grâce à l’étroite collaboration entre notre administration (DGATLPE) et les universités (principalement l’Université de Liège et la Faculté polytechnique de Mons), mais aussi avec une asbl (CWEPSS) défendant la protection du patrimoine naturel souterrain.
Abstract
In the Walloon Region of Belgium, there are four major natural risks with an impact on land and city planning policy. Between 1994 and 2008, analysis and mapping of the natural hazards aimed at define the resulting (geo) technical constraints for land use planning. These constraints can induce additional costs, supported by the real estate developers or individual owners wanting to build or asking for environmental permits within areas defined as hazardous. In some cases, the natural hazard maps also compel to withdraw or relocate projects previously situated in urbanization zones (defined by local or regional urbanization land use planning) which are now demonstrated to superpose with hazardous areas. This article synthesizes the results of collaborations between the General Directorate for Physical Planning, Housing Heritage and Energy of the Public Service of Wallonia and various university departments (Geography, Architecture, Engineering and Geology), but also with an association working for the protection of the underground natural heritage.
